The second Festival of Lights volunteer day will begin at 9 a.m. Saturday at the Umatilla County Fairgrounds, and Fair Director Peggy Clough said the volunteer work should be completed before noon.
Theres just a lot of little things that need to be finished and checked before we open, she said Monday.
