COMMITTEE MEETING

A public meeting of the Budget Committee of the City of Hermiston, Umatilla County, State of Oregon, to discuss the budget for the fiscal year July 1, 2007 to June 30, 2008 will be held in the Council Chambers in City Hall, 180 N.E. 2nd Street. The meeting will take place on Monday the 16th day of April, 2007 at 6:30 pm. The purpose of the meeting is to receive the budget message and to receive comment from the public on the budget.

A copy of the budget document may be inspected or obtained on or after April 13, 2007, at the office of the City Recorder, 180 N.E. 2nd Street, between the hours of 8:30 am and 5:00 pm.

This is a public meeting where deliberation of the Budget Committee will take place. Any person may appear at the meeting and discuss the proposed programs with the Budget Committee.

UMCDF-07-001-WAP(2)

This serves as public notice that the Umatilla Chemical Agent Disposal Facility (UMCDF) Permittees submitted a Class 2 permit modification request (PMR) to modify the UMCDF Hazardous Waste Permit (ORQ 000 009 431). This PMR [tracking number UMCDF-07-001-WAP(2)] was submitted to the DEQ the week of 10 April 2007.

What is the permit modification request about?

This Class 2 PMR proposes changes to the Waste Analysis Plan (Attachment 2) to:

? Correct inconsistencies,

? Clarify sampling meth-odologies,

? Provide additional analy-tical methods,

? Reorganize certain sections for improved document flow,

? Include changes proposed in the permit renewal application,

? Submit VX agent sampling strategies based on a statistical study,

? Modify waste stream sampling frequencies, and

? Address regulatory require-ments

When is the public meeting?

A public information meeting on this PMR will be held at 7:00 p.m. on 02 May 2007 in Conference Room 5 at the Good Shepherd Medical Center, 610 Northwest Eleventh Street, Hermiston, Oregon 97838.

ADVERTISEMENT FOR BIDS

Bids due 2:00 p.m.,

May 2, 2007

Bids submitted for the construction of RUNWAY 4-22 REHABILITATION, AIP Project No. 3-41-0024-004 and -005, must be submitted in a sealed envelope to the City of Hermiston, Attn: City Recorder, 180 NE 2nd St., Hermiston, Oregon 97838; not later than 2:00 p.m., local time, on the 2nd day of May, 2007. At that time they will be publicly opened and read. Bids will not be accepted after this hour and date.

An optional prebid conference will be held at 1:00 p.m. on April 20, 2007, at the Hermiston Municipal Airport.

General description of the work: Overlay of Runway 4-22, 4,500 ft by 75 ft, and connector taxiways.

Drawings and Specifications may be examined at the City of Hermiston, 180 NE 2nd St., Hermiston, Oregon 97838, phone 541/567-5521, or at the office of the Engineer, David Evans and Associates, Inc., 1128 NE Second Street, Suite 201, Corvallis, Oregon 97330, phone 541/754-0043. This Contract will be funded in part by the Federal Aviation Administration.

The City of Hermiston reserves the right to reject for good cause, any or all bids, or to postpone the award of the contract upon finding that it is in the public interest to do so.

Bidders on this work will be required to comply with the provisions concerning equal employment opportunity and requirements and conditions of employment are observed and minimum wage rates are paid according to Prevailing Wage Rates or Davis-Bacon Wage Rates.

The purpose of the meeting is to receive the budget message.
