A small plot of land was annexed into city limits during the Monday night Hermiston City Council meeting. The council voted to annex 105,000 square feet of property at 290 E. McKinney Ave., for a residential property.

The owners of the property, Steve and Tammy Watkinds, need to connect to city sewer infrastructure in order to build a home on the lot.

“It is too close to sewer lines for a septic tank to go in,” said City Planner Clint Spencer in his recommendation to the council for annexation.

The council also:

• Hosted Boy Scout Troop 679 as the scouts worked toward citizenship and communication merit badges for attending the meeting.

• Heard a presentation by Dave Hughes of Agape House on the progress of the Martha's House homeless shelter.

• Heard a committee report on City Manager evaluation criteria. Council member Joe Harn heads the committee and reported, in addition to revising current evaluation criteria, new criteria for hiring a new city manager will be set in place, should the need ever arise.

“We'll have something ready to go, instead of being put in a position of 'what do we do now,” Harn said.

• Approved a liquor license request for The Local Place, LLC.

• Approved allowing the  annual “Takin' it to the Streets” 3-on-3 basketball tournament to close Main Street for the event. The event is scheduled for July 16-17.

• Approved a settlement agreement with the Bonneville Power Administration. The residential exchange program was only slightly modified from an earlier approved agreement, with the exception that BPA will only need 75 percent of affected public utility approval instead of the original 91 percent approval.
